BoRom Up Economic Transformation Agenda: Government Highlights Progress and Charts Path for the Future

The National Executive, comprising the Cabinet, Principal Secretaries and other senior government officials,  held a one-day retreat at the College of Insurance, Nairobi, on 16th November 2023, to review the progress made in the implementation of the Bottom Up Economic Transformation Agenda since the inaugural retreat in Nanyuki early in the year.

The retreat was an opportunity for the government to reflect on the successes of the past year and to chart a path for the future.

The Government Spokesperson Hon (Dr.) Isaac Maigua Mwaura,CBS  highlighted the following Key achievements from the retreat:

  • The successful roll-out of the Hustler Fund to KSh21.5 million Kenyans, disbursing more than KSh39 billion with KSh1.9 billion in savings
  • The reduction of fertilizer costs from KSh6,500 to KSh2,500 has led to bumper harvests and increased land under cultivation by 200,000 acres and more. This has further reduced food prices.
  • Recruitment of 56,750 teachers, which is the single largest number of teachers hired by government within a year. This has directly strengthened teaching and learning in public schools.
  • The introduction of a new financing model for universities and technical training colleges that provides for affirmative action for children from vulnerable families.
  • The roll-out of the affordable housing programme has led to the creation of 50,000 direct jobs Kenyans, and a similar number of indirect jobs. This will go a long way to provide decent and dignified housing for many Kenyans, especially in urban areas, expand enterprise and spur manufacturing.
  • The expansion and empowerment of 100,000 Community Health Promoters in all the 47 counties to monitor and provide basic health services to households.
  • The full payment of all the arrears of vulnerable groups (elderly, persons with severe disability and orphans) in society that had occasionally accumulated for many months.
  • The successful digitization of 13,645 government e-Citizen services, which has helped Kenyans access public services from the comfort of their homes, places of work or on their mobile phones. This has also cut down corruption and wastage as well as enhanced government revenue.
  • The disbursement of all outstanding allocations to county governments before the current administration came to office, and the subsequent release of all funds whenever they fall due.
  • The raising of Kenya's diplomatic role and profile to become the leading voice in the Global South on climate change, conflict management and reform of the international financial architecture.

While these achievements are remarkable by themselves, much more remains to be done. The National Executive is committed to continuing to implement the Bottom Up Economic Transformation Agenda and to delivering results to the Kenyan people.

In addition to the above, the following points are worth noting:

  • The government is focused on delivering results to Kenyans and steering the country to greater heights.
  • The government is committed to listening to feedback and addressing any gaps that have been identified.
  • The government is using a Whole of Government Approach to deliver services more efficiently and effectively.
  • The government is committed to transparency and accountability.

 

About the Office of Government Spokesperson (OGS)

The Office of the Government Spokesperson (OGS) serves as the nerve centre of government communications. Its Core mandate is to coordinate, plan, manage and implement communication of government policies, programs and initiatives. It is also mandated with providing oversight of the technical operations of the Directorates of Information, Public Communication, and Film Services, Kenya News Agency, Government Advertising Agency, Office of the Information Secretary, the Government Media Centre and all affiliated functions in various Ministries and Government Agencies.

 Core Functions

  • Provide oversight to the directorates Information, Public Communication, Film Services and the Government Advertising Agency;
  • Set standard, ensure efficiency, quality control and harmonized messaging in government communication;
  • Propagate government policies and initiatives by providing timely and accurate dissemination of information;
  • Create synergy, partnerships and collaborations with creators and consumers of government information including the media fraternity; and
  • Publicize government programmes and projects through media and community engagement.

 Mandate

The key mandate of OGS is planning, coordinating, managing and informing the public on government policies and programs.

To execute this mandate, the Office of the Government oversights the following departments:

  • Directorate of Public Communications (DPC)
  • Directorate of Information (DI)
  • Directorate of Film Services (DFS)
  • Government Advertising Agency (GAA)
  • Office of the Information Secretary, the Government Media Centre and all affiliated functions in various Ministries and Government Agencies

 

 The functions under the OGS

  • Oversee the strategic communication function of government policies, programs, projects and initiatives.
  • Coordinate government communications in times of crisis, emergency and risk situations as well as other special occasions.
  • Propagate and disseminate accurate information on government policies, programs, projects and initiatives in a timely manner.
  • Facilitate communication between the government and its publics.
