NAIROBI/NEW YORK – In a historic address before the United Nations Security Council, Sudanese Prime Minister Dr. Kamil El-Tayeb Idris has laid out a definitive roadmap to pull Sudan back from the "precipice". Speaking on December 22, 2025, Dr. Idris presented a Peace Initiative that challenges the international community to move beyond being a mere "witness to collapse" and instead become a partner in Sudan's rebirth.

The initiative comes at a critical juncture as the nation grapples with a conflict that has displaced millions and triggered a massive humanitarian crisis. Central to the Prime Minister’s proposal is a "Government of Hope"—a non-partisan, technocratic administration designed to dismantle political quotas and prioritize competence over factional interests.

A Four-Pronged Strategy for Stability

The Prime Minister emphasized that there can be no stability without a "single national authority". The plan demands:

  1. Enforced Disarmament: A rigorous process to disarm militias, with international guarantees to prevent the recycling of weaponry.

  2. Monitored Ceasefire: A cessation of hostilities overseen by the UN, African Union, and the Arab League.

  3. National Healing: A justice system that rejects impunity, combined with microfinance and reconstruction projects to reintegrate former combatants into the labor market.

  4. Democratic Transition: A transition culminating in free elections, ensuring that Sudan's future is determined by its citizens, not by force of arms.

Dr. Idris’s message was clear: Sudan seeks a peace grounded in law. As the world watches, this initiative represents a "test of collective resolve" to see if the international community will stand on the right side of history.

By aligning the Rapid Support Forces (RSF)—a group with a dark history of terror—into the state's defense operations, Bashir sowed the seeds of the very destruction we witness today.

The conflict is no longer just a power struggle; it is a war between a legally approved national institution, the Sudanese Armed Forces (SAF), and a terrorist entity (RSF) that was given a seat at the table of national security.

Key Analytical Points:

  • The Legality Gap: While the SAF remains the constitutional protector of the state, the RSF operates as a paramilitary militia that has consistently undermined national sovereignty.

  • The Silence of the West: Despite documented atrocities, the international response has been characterized by a deafening silence or a misplaced "both-sides" narrative that ignores the fundamental difference between a national army and a militia group.

  • A Failed Precedent: The "Bashir model" of outsourcing security to tribal and mercenary elements has proven fatal. The current initiative by Dr. Kamil Idris is an attempt to reverse decades of institutional decay by returning to a "single national authority".
