Kenya’s infrastructure financing model is undergoing a decisive transformation, with Public Private Partnerships (PPPs) emerging as the government’s most strategic tool for delivering large-scale projects without over-reliance on public debt.

The latest report by the PPP Directorate Kenya under The National Treasury Kenya, published pursuant to the Public Private Partnership Act 2021, provides a comprehensive snapshot of this shift as of 10th April 2026.

51 PPP projects nationwide

  • 10 under implementation

The PPP lifecycle in Kenya reveals a layered investment ecosystem:

  • 6 Projects in Operation & Maintenance
  • 4 Projects under Construction
  • 2 at Commercial Close
  • 3 under Negotiation
  • 4 in Procurement/Tender Stage
  • 14 at Feasibility/Development Phase
  • 18 in Early-Stage Preparation

The implication is clear: while Kenya has proven PPP success stories, the real investment wave lies ahead, particularly in the 32 projects still under development or conceptualization.

Leading the pack is the Nairobi Expressway, a flagship toll road that has redefined urban mobility and demonstrated the viability of user-pay infrastructure models.

Other operational PPPs include:

  • Road Annuity Programme Lots (33, 18, 15)
  • 35MW Sosian Menengai Geothermal Plant
  • Galana-Kulalu Food Security Project
