Kenya and Saudi Arabia Seal Historic Bilateral Agreements in Riyadh

RIYADH, 5TH JULY, 2026 — Kenya and the Kingdom of Saudi Arabia have marked a historic milestone in their diplomatic history following the successful conclusion of the first-ever Inaugural Meeting of the Saudi-Kenyan Political Consultations Committee.

The high-level talks, co-chaired by Kenya's Prime Cabinet Secretary and Cabinet Secretary for Foreign and Diaspora Affairs, H.E. Hon. Musalia Mudavadi, and Saudi Arabia's Minister of Foreign Affairs, His Highness Prince Faisal bin Farhan Al Saud, culminated in a sweeping set of bilateral deals structured to transform labor mobility, trade, customs compliance, and economic investments between Nairobi and Riyadh.

 

Core Bilateral Agreements Signed

The dynamic three-day official visit (July 3–5, 2026) yielded immediate, formalized frameworks designed to inject capital into Kenya's priority areas and open premium markets in the Gulf region:

1. Direct Investment Promotion: A structural framework aimed at encouraging, protecting, and streamlining massive capital inflows from Saudi Arabia into Kenya’s primary growth sectors.

2. Customs Mutual Assistance: A binding operational agreement to foster direct collaboration and mutual administrative assistance in customs matters to eliminate trade blockages and curb illegal cross-border commerce.

3. EXIM Bank & KDC Partnership: A strategic partnership executed between the Saudi Export-Import Bank and the Kenya Development Corporation (KDC) focused on promoting active export-import financing, localized investments, and continuous cross-institutional knowledge exchange.

 

The Labor Agenda: Safeguarding 300,000+ Kenyans

With Saudi Arabia standing firmly as Kenya's second-largest source of diaspora remittances globally after the United States, the Kenyan delegation positioned worker safety and ethical deployment at the apex of the diplomatic discussions.

The Government of Kenya successfully negotiated for enhanced labor standards targeting the over 300,000 Kenyan migrant workers currently residing within the Kingdom. The upcoming implementation frameworks strictly mandate:

• Ethical recruitment practices and tight oversight on agencies.

• Strengthened protection of workers' rights and better on-site working conditions.

• Accelerated dispute resolution mechanisms to handle grievances efficiently.

• Expansion of employment opportunities specifically for skilled Kenyan professionals across emerging tech, aviation, and hospitality matrices.

For Kenyan Exporters and Multinationals

The Ministry urges local commercial entities to scale up capacity as Saudi Arabia moves to significantly lower trade barriers. Kenya is actively pushing to dramatically expand its market access share into the Gulf for premium horticultural lines, explicitly focusing on tea, cut flowers, fresh fruits, and vegetables.

For Saudi Private and Institutional Investors

The Kingdom of Saudi Arabia has expressed a formal and deep-seated intent to partner directly with Nairobi via Public-Private Partnerships (PPPs). Key priority areas earmarked for imminent Saudi investment injections include:

• Renewable Energy infrastructures

• Logistics and Maritime operations

• Digital Technology and Agriculture/Food Security partnerships

Looking Ahead

Both governments have affirmed that technical teams will immediately activate the joint implementation desks to see that the signed Memoranda of Understanding translate directly to socio-economic opportunities. This diplomatic milestone underlines Kenya's commitment to delivering a fiercely aggressive, people-centered, and economically driven foreign policy that builds domestic jobs while securing the welfare of its citizens globally.
