TISA Leads Landmark Co-Creation Workshop to Strengthen the Right to Food in Kiambu County

The Institute for Social Accountability (TISA) convened a high-level Co-Creation Workshop aimed at advancing inclusive economic governance and strengthening the realization of the Right to Food in Kenya.

Held at the Golden Tulip Hotel, Westlands, the workshop formed part of the Advancing Gender Transformative Agrifood Systems and Nutrition Governance Project, whose primary objective is to empower women, youth, and Persons with Disabilities (PWDs) to drive inclusive economic governance, policy reforms, and sustainable livelihoods.

The forum focused on the co-creation and validation of two key accountability tools:

  • The Citizen Handbook on the Right to Food, and
  • The Right to Food Violations Monitoring Tool.

The workshop brought together a diverse group of stakeholders, including rights holders, duty bearers, civil society organizations (CSOs), women and youth representatives, farmers, traders, aggregators, and other key actors within the food systems value chain. Their collective engagement sought to review and develop practical, community-centered tools that will strengthen the realization, monitoring, and accountability of the Right to Food in Kiambu County.

Peri-Urban Challenges Undermining the Right to Food

Participants identified several pressing challenges affecting the realization of the Right to Food, particularly within peri-urban communities. These include:

  • Land dispossession and land tenure insecurity.
  • Infrastructure and market failures.
  • Exploitation of women in markets.
  • Health and dignity violations.
  • Unfulfilled State obligations.
  • Limited economic access and affordability of food.
  • Other structural and socio-economic barriers affecting food security.

The discussions emphasized that addressing these challenges requires stronger collaboration between government institutions, communities, civil society organizations, and development partners to ensure equitable access to safe, nutritious, and affordable food.

Legal and Constitutional Framework on the Right to Food

The workshop also highlighted the legal and policy framework that safeguards the Right to Food at both the constitutional and county levels.

Participants noted that international and regional human rights obligations require Kenya to:

  1. Respect people's access to adequate food.
  2. Protect individuals from third-party interference that may limit their access to food.
  3. Fulfill the right to food through appropriate legislation, programmes, and budgetary allocations.

The discussions further underscored that the Constitution of Kenya provides the strongest legal foundation for the Right to Food, recognizing it as a justiciable human right rather than merely a policy aspiration.

Among the constitutional provisions highlighted was Article 43(1)(c), which guarantees that every person has the right to be free from hunger and to have adequate food of acceptable quality. This constitutional guarantee places an obligation on both national and county governments to progressively realize and protect this fundamental human right.

Strengthening Accountability Through Citizen Participation

The co-creation approach adopted during the workshop reaffirmed the importance of citizen participation in shaping governance tools that reflect the lived realities of communities. By bringing together government representatives, civil society organizations, farmers, traders, women, youth, PWDs, and other stakeholders, TISA demonstrated the value of collaborative policy development in promoting transparency, accountability, and inclusive food systems.

As Kenya continues to pursue sustainable development and food security, initiatives such as the Advancing Gender Transformative Agrifood Systems and Nutrition Governance Project play a critical role in ensuring that vulnerable populations are empowered to participate in governance processes and advocate for the protection of their constitutional rights.

The workshop concluded with a renewed commitment from stakeholders to strengthen monitoring mechanisms, enhance accountability, and support policies that guarantee every Kenyan's Right to Food, while advancing gender-transformative agrifood systems that promote dignity, equity, and sustainable livelihoods.
